Build Everything, Then Specialize

Finish all nine settlement buildings before chasing Tier 2 upgrades. Manning a building unlocks its systems and grants passive experience to the assigned survivor. Match Passion traits to roles — Passion: Liturgy at the Altar, Passion: Machines at the Workshop — so level-ups arrive faster where they matter.

Two Divers and Ruthless Priorities
